The
General Services Administration (GSA) and other Federal agencies dispose of
surplus Federal property by lease, permits, sale, exchange, or donation.
Competitive bid sales are open to the general public.

16.578 Federal Surplus Property Transfer Program - Objective: To transfer or convey to State and local governments and territories, at no cost, surplus real and related personal property determined by the Attorney General to be required for correctional facility or law enforcement use for programs or projects for the care or rehabilitation of criminal offenders, as approved by the Attorney General. Law enforcement knowledge, skills, and abilities will be enhanced to address law enforcement needs within the jurisdiction.

20.805 Ship Sales - Objective: To sell by competitive bids, merchant ships which become surplus to the needs of the Government.

39.007 Sale of Federal Surplus Personal Property - Objective: To sell personal property no longer needed by the Government in an expeditious, economical and efficient manner and to obtain the maximum net return from sales. General Services Administration conducts the sale of personal property for most of the civil agencies; the Department of Defense handles the sale of its own surplus property.

93.291 Surplus Property Utilization - Objective: To convey or lease all surplus Federal real properties made available by the disposal agency which are needed and usable by eligible organizations and institutions to carry out health programs.
