AUTHORIZATION:
Section
413 of the Cardiac Arrest Survival Act of 2000; Public Law 106-505.
To
help community partnerships within States to purchase and obtain
training on use of Access to Emergency Devices (AEDs). A limited
amount of funds may also be used for medical dispatcher training
addressing the use of AEDs for the layperson until EMS arrives,
maintenance costs and data reporting costs.

USES
AND USE RESTRICTIONS:
All
funds awarded are to be expended solely for the purposes outlined
in the approved projects.
ELIGIBILITY
REQUIREMENTS:
Applicant
Eligibility: Grantees applying as a community
partnership may apply. These grantees must be located in rural areas
as defined in the grant guidance may include local first response
entities such as fire, EMS and police as well as for and nonprofit
entities concerned with cardiac arrest survival rates. Statewide
or regional offices may apply as part of the community partnership,
but such participation must be documented in the grant application
and clearly delineate how funds would be disseminated to local rural
entities within the community partnership.

APPLICATION
AND AWARD PROCESS:
Pre-application
Coordination: States are encouraged to collaborate
with State Offices of Rural Health and State EMS Offices. This program
is excluded from coverage under E.O. 12372.
Application
Procedure: Application kits can be obtained
by writing to the Health Resources and Services Administration
(HRSA) Grants Application Center, Attention: Grants Management

or by calling 1-877-HRSA-123.
Award
Procedure: Applications are evaluated by Federal
and nonfederal experts. All acceptable applications will be funded.
Final decisions on level of funding are made by the Director,
Office of Rural Health Policy.

ASSISTANCE
CONSIDERATIONS:
Formula
and Matching Requirements: None.
Length
and Time Phasing of Assistance: Awards are
made on a one-time basis and payment is made through the DHHS
Payment Management System.
POST
ASSISTANCE REQUIREMENTS:
Reports:
A final program report will be submitted to the Secretary, DHHS
via ORHP within 90 days after the close of the budget period. This
report will include a retrospective review of how the AED(s) affected
response times, pre-hospital mortality rates, etc.
Audits:
In accordance with the provisions of OMB Circular No. A-133 (Revised,
June 24, 1997), "Audits of States, Local Governments, and Nonprofit
Organizations," nonfederal entities that receive financial assistance
of $300,000 or more in Federal awards will have a single or a
program-specific audit conducted for that year. Nonfederal entities
that expend less than $300,000 a year in Federal awards are exempt
from the Federal audit requirements for that year, except as noted
in Circular No. A-133.
Records:
Grantees are required to maintain grant accounting records for
3 years after the project period. If any litigation, audit, or
other action involving the records has been started before the
expiration of the 3-year period, the records shall be retained
until the completion of the action and resolution of all issues.

(Grants) FY 01 $0; FY 02 est $10,000,000; and FY 03 est $2,000,000.
Range
and Average of Financial Assistance:
Funding will not be distributed in equal amounts to States as
seen with block grants. Community partnerships will be the only
eligible entities to apply, and these entities may be multi-county,
regional, or Statewide in nature. Since a variable number of community
partnerships will apply from each State, the size of each partnership
will also vary. It is not possible to determine the range and
average of financial assistance at this time.
PROGRAM
ACCOMPLISHMENTS:
This program was not funded in fiscal year 2001. It is estimated
that 400 awards will be made in fiscal year 2002, and 100 awards
will be made in fiscal year 2003.
REGULATIONS,
GUIDELINES, AND LITERATURE:
The use of funds for training purposes will be subject to State
laws regarding licensed and layperson use of AEDs.
