AUTHORIZATION:

Public Health Service Act, Title VII, Section 768; Health Professions Education Partnerships Act of 1998, Public Law 105-392.
OBJECTIVES: Need help understanding this page?
To plan and develop new residency training programs and to maintain or improve existing residency training programs in dental public health; and to provide financial assistance to residency trainees enrolled in such programs.

USES AND USE RESTRICTIONS:

Grants are intended to assist in meeting the costs of planning and developing new dental public health residency training programs and providing financial assistance to trainees enrolled in the programs. Grants may not be used for construction or for providing direct patient services.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:   A school of Public Health or Dentistry that offers a Dental Public Health Residency Training Program accredited by the American Dental Association Commission on Dental Accreditation is eligible to apply. Nonprofit entities, including faith-based organizations and community-based organizations, that meet other eligibility requirements are eligible to apply. Each applicant must demonstrate that the institution has or will have available full-time faculty members with training and experience in the field of dental public health and support from other faculty members trained in public health and other relevant specialties and disciplines.

Beneficiary Eligibility:   A school of public health or dentistry that offers a dental public health residency training program accredited by the American Dental Association Commission on Dental Accreditation is eligible to apply. Nonprofit entities, including faith-based organizations and community-based organizations, that meet other eligibility requirements are eligible to apply.

Credentials/Documentation:   Schools of public health must be accredited by the Council of Education for Public Health. Schools of Dentistry must be accredited by the ADA Commission of Dental Accreditation.

APPLICATION AND AWARD PROCESS:
Pre-application Coordination:   This program is excluded from courage under E.O. 12372.

Application Procedure:   The new URL (Uniform Resource Locator) for the Bureau of Health Professions (BHPr) Grants page is www.hrsa.gov/bhpr/grants.html. This year BHPr has decided to use Adobe Acrobat to publish the grants documents on the Web page. In order to download, view and print these grants documents, you will need a copy of Adobe Acrobat Reader. This can be obtained without charge from the Internet by going to the Adobe Web page www.adobe.com and downloading the version of the Adobe Acrobat Reader which is appropriate for your operating system, i.e., Windows, Unix, Macintosh, etc. A set of more detailed instructions on how to download and use the Adobe Acrobat Reader can be found on the BHPr Grants Web page under "Notes on this WWW Page."

Award Procedure:   A Notice of the grant award will be issued from the Headquarters Office.

Deadlines:   Applications deadlines are available on the World Wide WEB at address: www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:   From 4 to 6 months after receipt of application.

Appeals:   Appeals are available only to grantees.

Renewals:   At the end of the initial project period, competing continuation applications may be submitted for up to 3 years of support.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:   None.

Length and Time Phasing of Assistance:   Project periods are for 3 years.

POST ASSISTANCE REQUIREMENTS:

Reports:   A progress report must be submitted for the second or subsequent budget period within the approved project period for continuation funding. Financial status reports are required within 90 days after the end of each budget period. A final progress report and financial status report must be submitted within 90 days after the end of the project period.

Audits:   In accordance with the provisions of OMB Circular No. A-133, (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for the year, except as noted in Circular No. A-133.

Records:   Financial records must be kept available for 3 years after submission of the financial status report and 3 years after final disposition of non-expendable property. If questions remain, such as those raised as a result of an audit, records must be retained until the problem is resolved.

PROGRAM ACCOMPLISHMENTS:
In fiscal year 2001, 8 non-competing continuations were issued. In fiscal year 2002, 7 non-competing continuations are anticipated. In fiscal year 2003, no non-competing continuations are anticipated, but 7 competing awards are anticipated.

Funding preferences/priorities, and special considerations factors are published in the Federal Register as appropriate and required.
