USES AND USE RESTRICTIONS:

Funds are available for public health and social service emergencies. Funds are initially appropriated to the Office of the Secretary, but virtually all funding is allocated to HHS agencies for award and use in disaster areas.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:   Federal agencies, State and local governments, and other service providers in areas impacted.

Beneficiary Eligibility:   Individuals, families, Federal, State, and local government agencies.

Credentials/Documentation:   Guidelines and requirements to be determined by agencies administering grant programs and services.

APPLICATION AND AWARD PROCESS:
Pre-application Coordination:   Applicant should consult the office or official designated as the contact for additional information on the application and award process. An environmental impact statement and an environmental impact assessment are required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information concerning the required process to be followed in applying for assistance if the State has selected the program for review.

POST ASSISTANCE REQUIREMENTS:

Reports:   Reporting requirements have not been established at this time. Requirements will be transmitted to recipients.

Audits:   In accordance with the provisions of OMB Circular No. A- 133 (Revised, June 24, 1997), Audits of States, Local Governments, and Non-Profit Organizations, nonfederal entities that expend financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. In addition, grants and cooperative agreements are subject to inspection and audits by DHHS and other Federal government officials.

Records:   Expenditures and other financial records must be retained for 3 years from the day on which the grantee submits the last financial status report for the report period.

PROGRAM ACCOMPLISHMENTS:
In FY 2001, funds were used for: Community Health Centers affected in the New York/ New Jersey area and the increased demands for primary medical care services and mental health services for low income and homeless populations as a result of the aftermath of the terrorist attacks on the World trade Center on September 11, 2001; grants to organizations in disaster-affected areas for the for healthcare-related cost and lost revenue incurred; and grants to States to improve hospital capacity to respond to bio-terrorism. In FY 2002 and FY 2003, funds will be used to continue to prepare our nation's public health system and hospitals for future emergencies, for a emergency reserve of medical supplies for use in a variety of possible mass casualty events, and to accelerate research into new treatments and diagnostic tools to cope with possible bio-terrorism incident.
