USES AND USE RESTRICTIONS:

Funds provided under this program must be used to carry out the following activities: provide support for career guidance and academic counseling programs; provide information and planning resources to relevant stakeholders that relate educational preparation to career goals and expectations; provide professional development and other resources to teachers, administrators, and counselors to enable them to assist students and parents with career exploration, educational opportunities, and education financing; assist appropriate State entities in tailoring career related educational resources and training for their use; improve coordination and communication among administrators of programs authorized by the Carl D. Perkins Vocational and Technical Education Act of 1998 and by section 15 of the Wagner-Peyser Act to ensure nonduplication and appropriate use of shared information and data; provide ongoing means for customers, such as students and parents, to provide feedback on products and services, and to update resources, as appropriate, to better meet customer requirements. None of the funds may be used to duplicate the functions and activities carried out under the Workforce Investment Act of 1998 (Public Law 105-220). Application priorities, if any, will be published in a notice in the Federal Register if awards are to be made during a fiscal year. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:   Entities designated jointly by the Governor and the State Board for Vocational and Technical Education are eligible to receive a grant under this program. Not more than one grant will be awarded to serve the residents of a single State or outlying area.

Beneficiary Eligibility:   Residents of all ages within States and outlying areas will benefit.

Credentials/Documentation:   Entities must provide evidence that they have been designated jointly by the Governor and the State Board for Vocational and Technical Education in order to be eligible for grants under this program.

APPLICATION AND AWARD PROCESS:
Pre-application Coordination:   This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedure:   Procedures are described in an application notice published in the Federal Register if awards are to be made during that fiscal year. Contact the Headquarters Office listed below for application packages containing the announcement, application, and other forms.

Award Procedure:   Applications are reviewed and evaluated by outside experts and program staff in accordance with the procedures set out in the Education Department General Administrative Regulations (EDGAR) 34 CFR Parts 74, 75, and 80. The Assistant Secretary for Vocational and Adult Education approves the selection.

Deadlines:   Deadlines will be announced in application notices published in the Federal Register. Contact the Headquarters Office listed below for application deadlines.

Range of Approval/Disapproval Time:   The approval time is approximately 1 to 4 months.

Appeals:   None.

Renewals:   Three 1-year continuation grants may be made, subject to the availability of appropriations.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:   This program has no statutory formula or matching requirements.

Length and Time Phasing of Assistance:   Awards are made annually. Following the initial, competitively selected award of up to 12 months, three additional 1-year, non-competing continuation awards may be made, for a total maximum term of 4 years. Continuation awards are made only if the Congress has appropriated sufficient funds for the program and the grant recipient meets the other requirements set out in 34 CFR 75.253.

POST ASSISTANCE REQUIREMENTS:

Reports:   Annual progress and financial reports as required by EDGAR 34 CFR 75.720, unless otherwise required in the award document, are necessary.

Audits:   In accordance with EDGAR, Appendix to 34 CFR 80, State and local governments that receive financial assistance of $100,000 or more within the State's fiscal year shall have an audit made for that year. State and local governments that receive between $25,000 and $100,000 within the State's fiscal year shall have an audit made in accordance with the Appendix to Part 80, or in accordance with Federal laws and regulations governing the programs in which they participate. Recipients and subrecipients that are institutions of higher education or other non-profit organizations are subject to the audit requirements described in 34 CFR 74.26.

Records:   As required by the provisions in EDGAR for direct grant programs. Records related to grant funds, compliance, and performance must be maintained for a period of 3 years after completion, subject to the exceptions listed in EDGAR 34 CFR 74.53 or 80.42.

Obligations:   (Grants) FY 01 $9,000,000; FY 02 est $9,500,000; and FY 03 est $0.

Range and Average of Financial Assistance:   The range of awards is estimated to be $63,000 to $308,000 in fiscal year 2001.
