84.342 Preparing Tomorrow's Teachers to Use Technology

OFFICE OF THE ASSISTANT SECRETARY FOR POSTSECONDARY EDUCATION, DEPARTMENT OF EDUCATION

Higher Education Act of 1965, Title II, Part B, as amended.
OBJECTIVES: Need help understanding this page?
To guarantee that future teachers are proficient in the new learning technologies they will find in their twenty-first century schools, teacher preparation programs are encouraged to form partnerships that will insure that teachers have mastered the instructional strategies, learning styles, and content applications enabled by modern learning technologies.

USES AND USE RESTRICTIONS:

Awards may be used to support faculty development, curriculum redesign, and cross-disciplinary partnerships among academic departments and between institutions of higher education and the pre-school through high school community. Consortium partnerships may also engage in efforts to incorporate instructional technology performance and content standards into graduation, certification and recruitment requirements for new and reentry teachers.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Institutions of Higher Education (IHEs) in collaboration with Schools of Education, or consortia composed of other agencies and organizations, may apply for support to implement systemic improvements in teacher preparation programs for pre-service and reentry teachers. A nonprofit organization may apply on behalf of a consortium that may include IHEs, State Education Agencies, Community Colleges, professional associations, foundations, businesses, school districts, private schools, and others who are collaborating to support rigorous development of well prepared, technology proficient teachers.
Beneficiary Eligibility: Benefiting are Institutions of Higher Education, Schools of Education, future teachers, the school districts who will employ those teachers, and the students they will teach.

APPLICATION AND AWARD PROCESS:

Pre-application Coordination: This program is eligible for coverage under E.O. 12372. An applicant should consult the office or the official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure: An application is available from the Office of Higher Education Programs; contact the Program Office for details.
Award Procedure: Peer review panels composed of representatives from public and private higher education, K-12 schools, businesses, and State and local governments having expertise in teacher preparation and technology and education are designated to review applications review the applications in accordance with the procedures set out in the Education Department General Administrative Regulations (EDGAR).
Deadlines: Deadlines will be announced in the application notices which will be published in the Federal Register; contact the Program Office for more information.
Range of Approval/Disapproval Time: Approximately 4 months.
Appeals: None.
Renewals: Grants may last for up to 5 years, subject to the availability of funds.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: This program has no statutory formula for determining the amount of a grant. The grantee is required to contribute to the project an amount from nonfederal sources equal to the amount of the grant. The nonfederal contribution may be cash or in- kind.
Length and Time Phasing of Assistance: Grants may be made on a multi-year basis, except that no grantee, may receive a grant for more than 5 years. Renewals are subject to the availability of funds.

POST ASSISTANCE REQUIREMENTS:

Reports: Annual progress and financial reports are required by EDGAR and as specified in grant award documents.
Audits: In accordance with the provisions of OMB Circular No. A- 133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Nonprofit Organizations," nonfederal entities that expend financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records: Records supporting claims under a grant must be maintained for 5 years after termination of the award.
