84.318 Technology Literacy Challenge Fund Grants

FEDERAL AGENCY:

OFFICE OF ELEMENTARY AND SECONDARY EDUCATION, DEPARTMENT OF EDUCATION

AUTHORIZATION:

Elementary and Secondary Education Act, Title III, Part A, Subpart 2, Section 3132. Public Law 103-382.
OBJECTIVES: Need help understanding this page?
To provide grants to State Education Agencies (SEAs) on a formula basis to support the development and implementation of systemic technology plans at the State, local and school levels to improve the teaching and learning of all children. States are asked to address four goals: (1) All teachers will have the training and support they need to help all students learn through computers and through the information superhighway; (2) all teachers and students will have modern computers in their classrooms; (3) every classroom will be connected to the information superhighway; and (4) effective and engaging software and online resources will be an integral part of every school curriculum. To provide discretionary grants to LEAs in States that choose not to participate in the program.

USES AND USE RESTRICTIONS:

At least 95 percent of awards to SEAs must be used to make sub-grants to LEAs for the following purposes: (1) To apply technology to support school reform; (2) support projects of sufficient size and scope to improve student learning; (3) acquire hardware and software to improve student learning; (4) acquire connections to telecommunications networks to obtain access to resources and services; (5) provide ongoing professional development in the integration of technology into improvements of the school curriculum; and (6) provide better educational services for adults and families. This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under 34 CFR 76.564- 76.569. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: All States, Puerto Rico, the District of Columbia, American Samoa, Northern Marianas, Guam, Virgin Islands, and the Bureau of Indian Affairs may apply.
Beneficiary Eligibility: Elementary and secondary schools, students, and teachers will benefit.

APPLICATION AND AWARD PROCESS:

Pre-application Coordination: Applications are distributed to the Chief State School Officer for all eligible SEAs. This program is excluded from coverage under E.O. 12372.
Application Procedure: An SEA is eligible for funding if it submits an application that includes a statewide education technology plan that describes: (1) long-term strategies for financing educational technology in the State, (2) how business, industry, other public and private agencies, including libraries, library literacy programs, scientific and cultural institutions, and institutions of higher education can participate in the ongoing planning, implementation and support for the plan, and (3) how the State will assist LEAs that the highest numbers or percentages of children in poverty and demonstrate the greatest need.
Award Procedure: SEAs which submit State technology plans will be reviewed on an individual basis by the Secretary and will be awarded on a rolling basis as applications are approved.
Deadlines: All States have approved plans. LEA should contact their SEA for deadlines.
Range of Approval/Disapproval Time: State plans that are submitted will generally be reviewed within 2 months of receipt.
Appeals: The Secretary shall not disapprove a State technology plan or State application, before offering the State an opportunity to revise the plan and a hearing. (See 34 CFR 76.202.)
Renewals: SEAs shall annually report to the Secretary regarding progress in meeting State goals and plans. Items such as: (1) A proposal of State activities for the succeeding year; (2) a summary of the progress of LEAs in meeting local goals; and (3) a plan to increase student learning are required. Renewals are subject to the availability of resources.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: Funds are allocated to States proportionate to their share under Part A of Title I of ESEA but with a minimum allocation to any State of one-half of one percent of the amount appropriated.
Length and Time Phasing of Assistance: Not applicable.

POST ASSISTANCE REQUIREMENTS:

Reports: As required by the Education Department General Administrative Regulations (EDGAR) for State-administered programs (34 CFR part 76). Generally, financial and performance reports are required annually.
Audits: In accordance with the provisions of OMB Circular No. A- 133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Nonprofit Organizations," nonfederal entities that expend financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records: As required by EDGAR for State-Administered programs (34 CFR part 76). Generally, States and subgrantees must retain records related to grant funds and compliance for a period of 5 years.

Obligations: (Grants) FY 01 $425,000,000; FY 02 est $450,000,000; and FY 03 est Not available. It will be determined upon completion of the reauthorization of the Elementary and Secondary Education Act.
Range and Average of Financial Assistance: For fiscal year 2001, State awards range from the minimum $2,125,000 to $45,942,000. Average: $8,050,000.
