84.293 Foreign Language Assistance
AUTHORIZATION:
To support innovative model programs of foreign language study in public elementary and secondary schools. TYPES OF ASSISTANCE:
USES AND USE RESTRICTIONS: Projects must be designed to support innovative model programs of foreign language study in elementary and secondary schools. Projects must show the promise of being continued beyond the grant period. Not less than three-fourths of the appropriation must be used for elementary-level projects. This program is subject to non-supplanting requirements and must use a restricted indirect cost rate which is referenced under 34 CFR 76.564- 76.569. For assistance call the Office of the Chief Financial Officer/ Indirect Cost Group on 202-708-7770. In FY08, the Department also made awards to partnerships of institutions of higher education (IHEs) along with local educational agencies (LEAs) to establish articulated programs of study in languages critical to the U.S. national security.

Pre-application Coordination: Preapplication coordination is required. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

The FY 08 competition includes an absolute priority for projects to establish or expand articulated programs of study in foreign language learning that exclusively teach one or more critical lanaguages. Critical languages are defined as languages critical to United States national security and include Arabic, Chinese, Korean, Japanese, Russian, and languages in the Indic, Iranian, and Turkic language families.
