support the establishment or expansion of joint labor-management
committees in both public and private sectors at the worksite, area,
and industry-wide level in order to improve labor- management relations,
economic development, and productivity.

USES
AND USE RESTRICTIONS:
Grants
are used only to create new or expand existing joint labor-management
committees where recognized collective bargaining agreements exist
at the worksite, area, and industry-wide levels (as applicable)
and where both labor and management agree to the establishment or
expansion.
ELIGIBILITY
REQUIREMENTS:
Applicant
Eligibility: Private, nonprofit labor-management
committees; a labor organization/private company or public agency
applying jointly to create or expand a committee; private, nonprofit
entities with labor relations experience on behalf of either of
the two preceding examples.
Beneficiary
Eligibility: Private nonprofit labor-management
committees; labor organizations/private companies or public agencies
seeking jointly to create or expand a committee.
Credentials/Documentation:
Evidence of the existence of a current collective bargaining agreement
and of joint commitment to the project by both labor and management.
Pre-application
Coordination: None. However service staff are
available for informal consultation or advice. This program is excluded
from coverage under E.O. 12372.
Application
Procedure: Applications are submitted directly
to Federal Mediation and Conciliation Service headquarters. Application
kits are available, free-of-charge, upon request.
Award
Procedure: Successful 2001 applicants will
be informed in writing of their awards before September 15, 2001.
A fiscal year 2002 program is not yet in place.
Deadlines:
Fiscal year 2001 applications must be postmarked no later than
May 19, 2001. A fiscal year 2002 program is not yet in place.
Range
of Approval/Disapproval Time: For fiscal year
2001, the range is before September 15, 2001. A fiscal year 2002

Appeals:
Administrative review by the Director of the Service; hearings
held by the Service.
Renewals:
No continuation grants are available.
ASSISTANCE
CONSIDERATIONS:
Formula
and Matching Requirements: In fiscal year 2001,
dollars only, no in-kind contributions. For new committees, at least
10 percent of grant project costs are matched. Contributions for
existing committees, at least 25 percent of grant project costs.
A fiscal year 2002 program is not yet in place.
Length
and Time Phasing of Assistance: In fiscal
year 2001, generally between 12 and 18 months. Grant fund advances
no more often than monthly for the following month. Reimbursements
upon request. Funds are issued via U.S. Treasury check or ETF.
A fiscal year 2002 program is not yet in place.
POST
ASSISTANCE REQUIREMENTS:
Reports:
During the life of the grant: quarterly narrative and financial
reports. After the grant: within 90 days of grant expiration an
evaluative summary of accomplishments and or failures. Formal evaluations
are negotiable.
Audits:
In accordance with applicable Office of Management and Budget
Circulars.
Records:
In accordance with the applicable Office of Management and Budget
Circulars.

Since 1981, the program has provided partial financial support for
the establishment and an expansion of over 230 labor-management
committees in 36 States, the District of Columbia, and the U.S.
Virgin Islands. The program issues about 15 grants per fiscal year.
