USES AND USE RESTRICTIONS:

Grants will support research or development in transportation statistics or support the development of the field of transportation statistics.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:   Public and private nonprofit institutions of higher education. Proposals from Minority Serving Institutions are strongly encouraged.

Beneficiary Eligibility:   Government entities, public and private transportation-related organizations and institutions.

APPLICATION AND AWARD PROCESS:
Pre-application Coordination:   There are no preapplication requirements. This program is excluded from coverage under E.O. 12372, "Intergovernmental Review of Federal Programs."

Application Procedure:   The Bureau of Transportation Statistics periodically publishes a notice in the Federal Register soliciting applications and describing the application procedure. Contact the Bureau for application information.

Award Procedure:   The Federal Register notice will describe the application review process and selection criteria. The Bureau Director makes the final decision to approve a grant.

Deadlines:   Deadlines are announced in the Federal Register notice.

Range of Approval/Disapproval Time:   Sixty to 120 days.

Appeals:   None.

Renewals:   A multi-year grant may be applied for. The Bureau will also consider requests for no-cost extensions.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:   For awards of $100,000 or more, the recipient must fund at least 50 percent of the cost of the project. This cost sharing must be cash, and not in-kind contributions. In reviewing all applications, even those requesting less than $100,000, the degree of cost sharing will be considered.

Length and Time Phasing of Assistance:   The period of time of awards will vary with the complexity of the project. Awards may be made for periods greater than 1 year. The Federal share will be reimbursed on claims submitted in vouchers covering costs incurred; cash advances will not be made. Funds placed under obligation remain available until expended.

POST ASSISTANCE REQUIREMENTS:

Reports:   Financial reporting as required under OMB Circulars A- 102 and A-110. Quarterly progress reports and a final report are required.

Audits:   In accordance with the provisions of OMB Circular No. A- 133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Nonprofit Organizations," nonfederal entities that expend financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. For projects assisting private businesses, audits will be conducted in accordance with 48 CFR Chapter I subpart 31.2, "Contracts with Commercial Organizations."

Records:   All records relating to the program shall be retained for a period of not less than 3 years from the date of submission of fund expenditure report.

Range: $25,000 to $200,000. Average: $75,000.
