AUTHORIZATION:

Transportation Equity Act for the 21st Century, Section 5104, Public Law 105-178, 23 U.S.C. 504.
OBJECTIVES: Need help understanding this page?
To develop and administer, in cooperation with those in the highway community, educational, training, and technical assistance programs for the Federal Highway Administration, State and local highway agency employees, as well as the private sector and members of the international organizations.

USES AND USE RESTRICTIONS:

States may use funds not to exceed one half of 1 percent of the amount apportioned to each State under Section 104(b)(3) for the surface transportation program for training their employees or employees of local transportation agencies. Such expenditures may not exceed 80 percent of the total cost of tuition and direct education expenses (excluding salaries) in connection with the education and training activities. Courses and study programs may be obtained from universities, other government agencies, the private sector, and/or the National Highway Institute.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:   Training Program: Employees of State and local transportation agencies. Dwight David Eisenhower Transportation Fellowship Program: Any U.S. citizen or person who is in the process of becoming a U.S. citizen and who plans to make a career in transportation.

Beneficiary Eligibility:   None.

Credentials/Documentation:   None.

APPLICATION AND AWARD PROCESS:
Pre-application Coordination:   None. This program is excluded from coverage under E.O. 12372.

Application Procedure:   The Dwight David Eisenhower Transportation Fellowship Program (DDETFP): Students may apply to the Director, Universities and Grant Programs (NHI) to compete for three of the six award categories; annually for the Eisenhower Graduate, Grants for Research Fellowships and twice annually for the Faculty fellowships. The remaining Eisenhower Fellowships are competed at participating MIHEs. Historically Black Colleges and Universities (HBCUs) Hispanic Serving Institutions (HSIs), and Tribal Colleges (TCs) and forwarded to the Director, University and Grants Programs (NHI) for final selection.

Award Procedure:   Awards are made annually for the academic year for the Dwight David Eisenhower Transportation Fellowship Program by the Director, National Highway Institute and the Director, Universities and Grants Programs (NHI) for all categories except Faculty Fellowships, which are awarded twice a year.

Deadlines:   Training Program: None. DDETFP Graduate Fellowships and Grants for Research Fellowships February 15th; Eisenhower HBCUs, HSIs, TCs April 1st; and Faculty Fellowships April 15th and October 15th.

Range of Approval/Disapproval Time:   Training Program: None. Dwight David Eisenhower Transportation Fellowship Program: 3 months (applicants acceptance/rejection period).

Appeals:   None.

Renewals:   None for the training program. Dwight David Eisenhower Transportation Fellowship Program: as applicable.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:   None.

Length and Time Phasing of Assistance:   DDETFP on-site assignments, 3 to 12 months with extension upon approval from the Director, U&GP; Master degree awards, 2 years, not to exceed 3 years, duration; and PHD Awards, 3 years-not to exceed 5 years duration.

POST ASSISTANCE REQUIREMENTS:

Reports:   Dwight David Eisenhower Transportation Fellowship Program: Final output/product required upon completion of fellowship.

Audits:   1997-1998 audit.

Records:   Participating agencies must keep records of expenditures/accomplishments as applicable.

PROGRAM ACCOMPLISHMENTS:
Training Program: The Dwight David Eisenhower Program has awarded 1600 fellowships from 1992 to 2002.

REGULATIONS, GUIDELINES, AND LITERATURE:

Training Program: 23 CFR, "Highways." Dwight David Eisenhower Transportation Fellowship Program: The first guidelines for the Dwight David Eisenhower Transportation Fellowship Program were issued in August 1992. National guidelines are reissued annually in the program announcement by the National Highway Institute.

In the Eisenhower Transportation Fellowship Program: Faculty Fellowships, Graduate Fellowships, Grants for Research Fellowships (GRF), Historically Black Colleges and University Fellowships, Hispanic Serving Institutions Fellowships, and Tribal College Fellowships.

CRITERIA FOR SELECTING PROPOSALS:

Courses conducted fill major agency needs as defined by high priority areas, and are presented within time, staff, and budget constraints. Dwight David Eisenhower Transportation Fellowships are awarded on competition on the basis of demonstrated merit, including pursuit of transportation related careers, academic credentials, academic recommendations, and selection panel.
