vitality of the arts in the United States are represented at international
festivals.

USES AND USE RESTRICTIONS:
The Fund makes grants to individual performing artists and organizations that
have been invited to participate in international festivals around the world.
The fund also aims to support the creative and professional development of
U.S. artists through the presentation of their work at significant
international festivals worldwide.
ELIGIBILITY REQUIREMENTS:
Applicant Eligibility: (A) Must be performing
artist(s) (including traditional artists) working at a professional level; (B)
must be citizens or permanent residencies of the United States; (C) the
festival(s) must take place outside the U.S. and be international in scope
with representation from at least two countries outside the host country or
have a U.S. theme with representation from at least three U.S. performing
artists or groups; (D) must have a non-U.S. based organizer as the primary
sponsor or organizer; (E) must be open to the general public and reach wide
public audience; (F) must provide the applicant with a letter of invitation to
perform at the festival; and (D) may be single-discipline, one-time, or a
first-time event.
Beneficiary Eligibility: The artist(s) must be
creative, interpretive, or traditional performing artists working at a
professional level and a citizen or permanent resident of the U.S.

Pre-application Coordination: Not applicable. This
program is excluded from coverage under E.O. 12372.

presenting organizations wishing to apply to The Fund should contact Arts

Award Procedure: The Fund is particularly
interested in supporting artist(s) invited to festivals in areas of the world
where U.S. work is less frequently performed such as Africa, Asia, the Near
East and Latin America.
Deadlines: January 16, May 2 and September 5.
Range of Approval/Disapproval Time: Ten weeks.

ASSISTANCE CONSIDERATIONS:
Formula and Matching Requirements: The Fund is
supported by two Federal agencies and three private foundations; the
Department of State and the National Endowment for the Arts, the Rockefeller
Foundation, The Pew Charitable Trust and the Doris Duke Charitable Foundation.
Program support is: The National Endowment: $207,570; the Rockefeller
Foundation: $250,080; The Pew Charitable Trusts: $200,000; the Doris Duke
Charitable Foundation: $50,000; and the Department of State: $136,250; for a
total of $843,900, in annual grant support.
Length and Time Phasing of Assistance: Variable.
POST ASSISTANCE REQUIREMENTS:
Reports: Reports are required from all grantees of
the Fund within 30 days after artists return from a festival.
Audits: In accordance with the provisions of OMB
Circular No. A-133, (Revised, June 24, 1997), "Audits of States, Local
Governments, and Nonprofit Organizations," nonfederal entities that
expend financial assistance of $300,000 or more in Federal awards will have a
single or a program-specific audit conducted for that year. Nonfederal
entities that expend less than $300,000 a year in Federal awards are exempt
from Federal audit requirements for that year, except as noted in Circular No.
A-133.

$893,900; and FY 03 est $893,900.
Range and Average of Financial Assistance: The
applicant must provide evidence of reasonable financial support from the
festival in relation to the local economic situation and comparable to what is
provided to artists from other countries. Grants to organizations will seldom
cover the applicant's total expenses and generally range from $2,000 to
$10,000; they will not exceed $25,000.
The Fund is expected to award approximately 105 grants to artists and/or arts
organizations for their participation in international festivals in fiscal
year 2003.

EXAMPLES OF FUNDED PROJECTS:
Some examples which illustrate the scope of The Fund's activities in FY 01
include: Jazz saxophonist Kenny Garrett at the Jazz Yatra International
Festival, India; The Los Angeles Opera at the Savonlinna Opera Festival in
Finland; Philadanco at the Inchon World Dance Festival, Korea; Yara Arts Group
at the 10th Berezillia Arts Festival, Ukraine.
CRITERIA FOR SELECTING PROPOSALS:
Application will be judged by the panel according to the following criteria:
(A) artistic quality; (B) significance of the applicant's presence at the
festival as it relates to the artists' creative and/or professional
development; significance of the festival; (D) evidence of reasonable
financial support from the festival.
