OBJECTIVES: Need help understanding this page?
To improve and strengthen international relations of the United States by promoting better mutual understanding among the peoples of the U.S. and New Independent States (NIS) through teacher exchange.

USES AND USE RESTRICTIONS:

Designed to give U.S. schools the opportunity to host NIS teachers for periods up to 5 weeks and to give U.S. teachers the opportunity to conduct follow-up visit to NIS.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: To nonprofit organizations capable of recruiting secondary level social science educators in Russia, Ukraine, Kyrgyzstan, Uzbekistan, Armenia, Azerbaijan and Georgia and placing them at schools or university schools of education in the United States. School districts, schools, or universities in the United States may apply to the administering organization to participate as a host site.
Beneficiary Eligibility: School districts or universities in the United States willing and able to host groups of NIS teachers. U.S. citizen teachers from those school districts or universities that wish to consult in the NIS.
Credentials/Documentation: Certification of compliance with Federal forms/Accreditation (for educational institutions).

APPLICATION AND AWARD PROCESS:

Pre-application Coordination: Not applicable. This program is excluded from coverage under E.O. 12372.
Application Procedure: Nonprofit organizations should contact the Department of State, Bureau of Educational and Cultural Affairs, Teacher Exchange Branch, SA-44, Room 349, 301 4th Street SW., Washington DC 20547. School districts, schools, or universities interested in hosting NIS teachers should contact the Teacher Exchange Branch as well.
Award Procedure: Final selection of administering organization is made by the Bureau of Educational and Cultural Affairs, Department of State. Selection of host school districts will be made by administering organizations in consultation with the Bureau.
Deadlines: Nonprofit educational organizations should contact the Bureau for deadlines. School districts should contact administering organization or the Bureau.
Range of Approval/Disapproval Time: Variable.
Appeals: None.
Renewals: Up to 2 years.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: This program has no statutory formula.
Length and Time Phasing of Assistance: Three semesters, renewable up to two times. School districts, schools, and universities will host teachers for up to 5 weeks.

POST ASSISTANCE REQUIREMENTS:

Reports: Quarterly financial and program reports.
Audits: In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations, "nonfederal entities that expend financial assistance of $300,000 or more in Federal awards will have a single or a program specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

PROGRAM ACCOMPLISHMENTS:
In fiscal year 2001, U.S. schools hosted a total of 131 NIS social science teachers, administrators, and teacher trainers on 6-week internships, and 32 U.S. educators traveled to the NIS. In addition, 28 non-English speaking school administrators participated in a 3-week program. In fiscal year 2002, U.S.- based exchanges will decrease slightly and a new component of NIS-based training will be added.
