EMPLOYMENT AND TRAINING ADMINISTRATION, DEPARTMENT OF LABOR

OBJECTIVES: Need help understanding this page?
To provide workforce investment activities that increase the employment, retention and earnings of participants, and increase occupational skill attainment by the participants. This aims to reemploy dislocated workers, improve the quality of the workforce and enhance the productivity and competitiveness of the nation's economy. This program is designed to increase employment, as measured by entry into unsubsidized employment, retention in unsubsidized employment six months after entry into employment, and extent of recovery of prior wage levels. For cross cutting goals, the program intends to enhance customer satisfaction for participants and for employers. The employment goals will be measured using Unemployment Insurance Wage Records systems and customer satisfaction goals will be measured by sampling.

USES AND USE RESTRICTIONS:

The Act authorizes three levels of service which are available to all jobseekers. "Core" services include outreach, job search and placement assistance, and labor market information. "Intensive" services include more comprehensive assessments, development of individual employment plans and counseling and career planning. Those customers who cannot find employment through intensive services may receive "training" services linked to job opportunities in their communities, including both occupational training and training in basic skills. To promote customer choice and involvement in career decisions, participants use an "individual training account" to select an appropriate training program from a qualified training provider. The Act also authorizes the provision of supportive services (e.g., transportation and child care assistance) to enable an individual to participate in the program.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:   The only organizations eligible to receive formula-based funding from the Department are the 50 States, Puerto Rico, the District of Columbia and the outlying areas. Funds are allotted based on a statutory formula. Application for National Emergency Grant funds is made through a Governor's or other authorized applicant's submission of a proposal in accordance with guidelines issued by the Secretary, Office of Grants and Contract Management, Division of Acquisition and Assistance, Employment and Training Administration, Department of Labor, Room S-4203, 200 Constitution Avenue, NW., Washington, DC 20210. Attention: Dislocated Worker Grants, E. Fred Tello, Grant Officer.

Beneficiary Eligibility:   Individuals eligible for assistance include workers who have lost their jobs, including those dislocated as a result of plant closings or mass layoffs, and are unlikely to return to their previous industry or occupation; formerly self-employed individuals; and displaced homemakers who have been dependent on income of another family member, but are no longer supported by that income. National Emergency Grant Program--Identical eligibility; also includes certain military personnel and defense employees. Services are targeted on individuals affected by mass layoffs, natural disasters, Federal government actions, and other circumstances specified by the Secretary.

Credentials/Documentation:   Formula-funded programs are subject to Governor/Secretary Agreement and State Plan. States sign a grant document agreeing to comply with the Act and regulations for the formula-allotted program.

APPLICATION AND AWARD PROCESS:
Pre-application Coordination:   This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedure:   For Title I formula grants, the Governor submits a State Plan to the Employment and Training Administration, Raymond Uhalde, Deputy Assistant Secretary, Department of Labor, Employment and Training Administration, 200 Constitution Avenue, NW., Room S2307, Washington, DC 20210. This program is excluded from coverage under OMB Circular No. A-110.

Award Procedure:   Funds are allocated by statutory formula to States by the National Office of the Employment and Training Administration.

Deadlines:   Each State shall submit its State Plan on or before the date set by the Assistant Secretary for Employment and Training.

Range of Approval/Disapproval Time:   A State Plan submitted to the Secretary by the Governor shall be considered to be approved by the Secretary at the end of the 90-day period beginning on the day the Secretary receives the plan, unless the Secretary makes a written determination, during the 90-day period, that the plan is inconsistent with the provisions of Title I.

Renewals:   None.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:   Formula funds are allotted to States according to the following statutory formula: One-third of the amount is allotted based on the relative number of unemployed individuals who reside in each State as compared to the total number of unemployed individuals in all the States; one-third of the amount shall be allotted among the States on the basis of the relative excess number (over 4.5 percent) of unemployed individuals who reside in each State as compared to the total excess number of unemployed individuals in all the States; and one-third is allotted based on the relative number of individuals unemployed for 15 or more weeks and who reside in each State as compared to the total number of such individuals in all the States. National Emergency Grant funds are used to fund projects based on applications submitted by the Governor and other authorized applicants and selected by the Secretary. Funds reserved by the Secretary are also used for technical assistance and training, demonstration programs, and for funding the outlying areas. There are no matching requirements.

Length and Time Phasing of Assistance:   Formula funds allotted to a State are available for expenditure by the State for that program year and the two succeeding program years. National Emergency Grant and dislocated worker demonstration projects' period of performance is stipulated in the grant agreement.

POST ASSISTANCE REQUIREMENTS:

Reports:   Reporting requirements as specified by the Secretary in accordance with 20 CFR 667.300.

Audits:   Audit of the States and Workforce Investment Areas will be conducted in accordance with 20 CFR 667.200.

Records:   States are required to maintain adequate records in accordance with 29 CFR 95 and 97.

Obligations:   (Grants) Program operates on a Program Year (PY) beginning July 1, and ending June 30. FY 01 $1,270,032,000; FY 02 est $1,239,200,000; and FY 03 est $1,106,432,000. For National Emergency Grants the levels are: FY 01 $318,008,000; FY 02 est $309,800,000 and FY 03 est $276,608,000. Note: Public Law 107-20 calls for a reduction of $110,000,000 in FY 01 formula funds and $67,500,000 in FY 01 National Emergency Grants.
