Costs incurred in the timely completion of a research manuscript including
stipends, computer software, the purchase of data, travel expenses to collect
data, transcription services, and compensation for interviews. Grants cannot
be used for tuition, computer hardware, or meals.
ELIGIBILITY REQUIREMENTS:
Applicant Eligibility: Applicants must be currently
enrolled and matriculating students who have been accepted into candidacy in
an accredited doctoral program at an accredited institution of higher
education. Applicants must have a fully developed and approved dissertation
proposal. Applicants must also demonstrate that their institution will provide
support, such as tuition waivers, office space, equipment, etc.
Beneficiary Eligibility: Beneficiaries are
graduate students.
Credentials/Documentation: Applicants must
provide evidence from their dissertation committee chairs that (1) they have
urban economics as the major field or as a concentration within a major in
another field related to housing and urban development; (2) they must not have
taken their preliminary/comprehensive examinations; (3) they must have
completed at least two semesters or three terms of their doctoral studies
program (depending on the course structure of the institution); and (4) they
must have been assigned a faculty advisor to supervise their research
manuscript.
APPLICATION AND AWARD PROCESS:
Pre-application Coordination: Announcement of funding
availability will appear in the Federal Register on an annual cycle. This
program is excluded from coverage under E.O. 12372 and OMB Circular No. A-102.
Application Procedure: Application requirements
will appear in a Federal Register Notice of Funding Availability (NOFA). A
State Plan is not required. This program is excluded from coverage under OMB
Circular No. A-110.
Award Procedure: Applicants who respond to the
yearly NOFA and compete successfully by being selected by a review panel will
be awarded a grant. Factors for award published in the NOFA will be used as
the basis for selection. HUD usually makes award within 60 days of the closing
of the application submission.
Deadlines: Determined by the NOFA date published
in the Federal Register.
Range of Approval/Disapproval Time: Generally
within 60 days.
Appeals: None.
Renewals: None.
ASSISTANCE CONSIDERATIONS:
Formula and Matching Requirements: Applicant's
institution is required to provide support to the applicant during the grant
period.
Length and Time Phasing of Assistance: This Grant
is for a 1-year period.
POST ASSISTANCE REQUIREMENTS:
Reports: Applicants must submit a report on progress
halfway through the grant period. The research, approved by the institution,
must be submitted to HUD and must have been accepted at a conference or for
publication in a referred journal within 15 months of the grant award date.
Audits: None.
Records: The institution must maintain
information on grant disbursement.

Maximum grant size is $15,000.

on HUD-related research topics.
