14.515 Alaska Native/Native Hawaiian Institutions Assisting Communities

FEDERAL AGENCY:

POLICY DEVELOPMENT AND RESEARCH, DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT

AUTHORIZATION:

Department of Veterans Affairs, Housing and Urban Development, and Independent Agencies Appropriations Act of 2001, Public Law 106-377.
OBJECTIVES: Need help understanding this page?
To help Alaska Native Institutions (ANIs) of higher education and Native Hawaiian Institutions (NHIs)of higher education enhance their role and effectiveness in addressing community development needs in their localities, including neighborhood revitalization, housing, and economic development, consistent with the purposes of Title I of the Housing and Community Development Act of 1974.

USES AND USE RESTRICTIONS:

Only nonprofit institutions of higher education that meet the statutory definition of an ANI or an NHI contained in the 1988 Amendments to the Higher Education Act of 1965, Public Law 105-244, are eligible to submit applications for funding.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:   Nonprofit Alaska Native Institutions of higher education and Native Hawaiian Institutions of higher education that are either on the U.S. Department of Education lists of eligible ANIs or NHIs or ANIs or NHIs that certify that they meet the statutory definition of an ANI or NHI. Each campus of an ANI is permitted to submit a separate application. An NHI may submit only one application per year, no matter how many campuses it has.

Beneficiary Eligibility:   The principal beneficiaries of the program include any city, county, town, parish, village, any other political subdivision of a State.

Credentials/Documentation:   Costs to be determined in accordance with OMB Circular No. A-21 for colleges and universities.

APPLICATION AND AWARD PROCESS:
Pre-application Coordination:   None. This program is excluded from coverage under E.O. 12372.

Application Procedure:   Applicants will respond to competitive requirements contained in a Notice of Funding Availability (NOFA) published in the Federal Register and detailed application requirements contained in kits available with each NOFA competition.

Award Procedure:   Applications will be reviewed against published criteria, rated and ranked, and awards made to the highest ranking applications.

Deadlines:   Deadlines will be announced in each NOFA publication.

Range of Approval/Disapproval Time:   From 60 to 90 days.

Appeals:   None.

Renewals:   Applications for new activities will have to be submitted on an annual basis in response to a NOFA.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:   None. Applicants get points in the selection system for securing leveraged funds.

Length and Time Phasing of Assistance:   HUD may make grants for up to 2 years.

POST ASSISTANCE REQUIREMENTS:

Reports:   Semi-annual and final reports are required.

Audits:   In accordance with the provisions of OMB Circular A-133 (Revised June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $300,000 or more in Federal awards will have a single or program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular A-133.

Records:   Records must be kept in accordance with the terms and conditions of the grant.

FINANCIAL INFORMATION:

Account Identification:   86-1062-0-1-451.

Obligations:   (Grants) FY 01 $2,993,400; FY 02 est $4,000,000; and FY 03 est $2,400,000. (NOTE: Amounts reported reflect allocation of new budget authority rather than obligation amounts.)

Range and Average of Financial Assistance:   For Alaska Native Institutions of higher education, $600,000 per grantee; for Native Hawaiian Institutions of higher education, $3 million per grantee and $600,000 per project.

PROGRAM ACCOMPLISHMENTS:
It is anticipated that five ANIs and up to five Native Hawaiian projects will receive funding in fiscal year 2001. The fiscal year 2001 program funding included the following activities: The University of Alaska-Fairbanks, working with 6 communities in the Bristol Bay region of Alaska, will form a partnership to develop a means of providing alternative employment to the declining fishing industry. Trainees will be hired by the local Housing Authority to build, renovate, and maintain community homes. The University of Hawaii-Kauai Community College will complete the construction of a Youth Center. The Center will provide after-school tutoring, life-skills training, computer skills, and programs addressing substance abuse.
