AUTHORIZATION:
Departments
of Veterans Affairs, Housing and Urban Development, and Independent
Agencies Appropriations Act of 2001, Public Law 106-377.
To
help Hispanic-Serving Institutions of higher education (HSIs) expand
their role and effectiveness in addressing community development
needs in their localities, including neighborhood revitalization,
housing, and economic development consistent with the purposes of
Title I of the Housing and Community Development Act of 1974.

USES
AND USE RESTRICTIONS:
Only
nonprofit institutions of higher education which meet the statutory
definition of an HSI contained in the 1998 Amendments to the Higher
Education Act of 1965, Public Law 105-244, are eligible to submit
applications for funding.
ELIGIBILITY
REQUIREMENTS:
Applicant
Eligibility: Nonprofit Hispanic-Serving Institutions
of higher education that are either on the U.S. Department of Education's
list of eligible HSIs or HSIs certify that they meet the statutory
definition of an HSI.
Beneficiary
Eligibility: The principal beneficiaries of
the program include any city, county, town, parish, village, any
other political subdivision of a State, or certain U.S. territories
within which the HSI is located.
Credentials/Documentation:
Costs will be determined in accordance with OMB Circular No. A-21
for colleges and universities.
APPLICATION
AND AWARD PROCESS:
Pre-application
Coordination: None. This program is excluded
from coverage under E.O. 12372.
Application
Procedure: Applicants will respond to competitive
requirements contained in a Notice of Funding Availability (NOFA)
published in the Federal Register and detailed application requirements
contained in kits available with each NOFA competition.
Award
Procedure: Applications will be reviewed against
published criteria, rated and ranked, and awards made to the highest
ranking applications, subject to the Department's right to make
selections out of rank order based on geographic considerations
as established in each NOFA.
Deadlines:
Deadlines will be announced in each NOFA publication.
Range
of Approval/Disapproval Time: From 60 to 90
days.
Appeals:
None.
Renewals:
Applications for new activities will have to be submitted on an
annual basis in response to a NOFA.
ASSISTANCE
CONSIDERATIONS:
Formula
and Matching Requirements: None. Applicants
get points in the selection system for securing leveraged funds.
Length
and Time Phasing of Assistance: HUD may make
grants for up to 3-years.
POST
ASSISTANCE REQUIREMENTS:
Reports:
Semi-annual and final reports are required.
Audits:
In accordance with the provisions of OMB Circular No. A- 133 (Revised,
June 24, 1997), "Audits of States, Local Governments, and Non-Profit
Organizations," nonfederal entities that expend financial assistance
of $300,000 or more in Federal awards will have a single or a
program-specific audit conducted for that year. Nonfederal entities
that expend less than $300,000 a year in Federal awards are exempt
from Federal audit requirements for that year, except as noted
in Circular No. A-133.
Records:
Must be kept in accordance with the terms and conditions of the
grant.

(Grants) FY 01 $6,485,700; FY 02 est $7,500,000; and FY 03 est
$8,000,000. (NOTE: Amounts reported reflect allocation of new
budget authority rather than obligation amounts.)
Range
and Average of Financial Assistance:
$600,000 per grantee.
PROGRAM
ACCOMPLISHMENTS:
Among the kinds of activities funded under the program were: Santa
Ana College received funding to create a microenterprise center
for bi-lingual child care providers; Barry University received a
grant to construct a youth center in North Miami Beach; New Mexico
State University received a grant to renovate the space that will
hold a comprehensive culinary arts program; and St. Philip's College
will help San Antonio residents learn carpentry and electrical and
plumbing skills. In fiscal year 2000, 14 grants were awarded; 13
grants were awarded in fiscal year 2001. Up to 15 grants will be
awarded in fiscal year 2002.
