To stimulate innovative approaches and pursue goals to
invest in research and development on technologies important to both defense
and commercial application; to integrate the defense and commercial industrial
bases; and to access the commercial capabilities for military systems with the
objective of producing major improvements in development cycle time, product
quality and affordability thus strengthening U.S. industry's competitiveness
in the world market.

USES AND USE RESTRICTIONS:
Program authorizes funds on a matching basis for labor, materials, and travel
plus associated indirect cost to participate in a collaborative work effort to
transfer technology between the private sector and the government.
ELIGIBILITY REQUIREMENTS:
Applicant Eligibility: Eligible firms are companies
or other business entities that conduct a significant level of their research,
development, engineering, and manufacturing activities in the United States.
Also eligible are companies or other business entities that the majority
ownership or control is held by United States citizens, companies, or other
business entities of a parent company that is incorporated in a country the
government of which encourages the participation of firms in research and
development. The government of that country provides funding directly or
provides funding indirectly through international organizations or agreement,
and affords adequate and effective protection for the intellectual property
rights of companies incorporated in the U.S. Such terms include a consortium
of such companies or other business entities, as determined by the Secretary
of Commerce.
Beneficiary Eligibility: Eligible firms and the
defense laboratory sponsoring the project.
Credentials/Documentation: Two or more eligible
firms must collaborate with the defense laboratory. The government funding is
provided on a 50/50 cost matching basis, i.e., industry must match government
funding in a ratio no less than 50/50.
APPLICATION AND AWARD PROCESS:
Pre-application Coordination: This program is
excluded from coverage under E.O. 12372.
Application Procedure: A formal proposal prepared
in response to an announcement in the Commerce Business Daily.
Award Procedure: Proposals are evaluated against
published criteria. Selected proposals become the basis for a jointly
developed, integrated proposal for a collaborative program involving the
eligible firms and the defense laboratory. Proposals are subject to evaluation
by a review panel convened by the Office of the Secretary of Defense, Deputy
Director, Defense Research and Engineering. Funding is provided to the
sponsoring laboratory for subsequent awards. Costs of performance will be on a
reimbursement basis.
Deadlines: Proposal due dates are established in
Commerce Business Daily announcement.
Range of Approval/Disapproval Time: From 90 to
120 days.
Appeals: Not applicable.
Renewals: This program, subject to availability
and appropriation of funds, is renewed annually.
ASSISTANCE CONSIDERATIONS:
Formula and Matching Requirements: Financial
commitment of nonfederal government participants is at least 50 percent of
project costs. Financial commitment may take the form of either cash or
in-kind contributions. Cash contributions are outlays of funds to support the
total project through acquiring material, buying equipment, paying labor, and
other cash outlays and can be derived from any source of funds within the
proposer's accounting system, or derived from outside sources. IR&D is a
qualifying cash contribution. In-kind contributions are the reasonable value
of equipment, materials or other property (including intellectual property)
used in the performance of the statement of work.
Length and Time Phasing of Assistance: One annual
period with up to two optional 1-year periods.
POST ASSISTANCE REQUIREMENTS:
Reports: Interim progress reports must be submitted
quarterly; annual program plan (for term extensions) are required. Technical
data and software products must be provided as produced. Immediate reporting
of inventions is required.
Audits: For-profit organizations will comply with
48 CFR 31 and are subject to review by auditors assigned to the Defense
Contract Audit Agency.
Records: Records must be retained at least 3
years; records shall be retained beyond the 3-year period if audit findings
have not been resolved.

CRITERIA FOR SELECTING PROPOSALS:
To the extent partnership advances national security objectives; technical
excellence in approach to the topic; qualifications of personnel proposed;
timely private sector investment to achieve goals and objectives of the
partnership, other than through the partnership; potential effectiveness of
partnership in further development and application of technology for the
national technology and industrial base; financial commitment of eligible
firms to partnership (quality of cost share, cash or in-kind); does not
unnecessarily duplicate other projects; probability of commercialization or
probability of military system integration; technical resources; and financial
feasibility of commercialization or integration.
