work necessary to prevent dam failure, and work necessary to prepare for
abnormal snowmelt. There must be an immediate threat of unusual flooding
present before advance measures can be considered. Any work performed under
this program will be temporary in nature and must have a favorable benefit
cost ratio.
ELIGIBILITY REQUIREMENTS:
Applicant Eligibility: The Governor of the affected
State must request assistance.
Beneficiary Eligibility: All persons living in
areas subject to floods.
Credentials/Documentation: Letter from the
Governor of the State requesting assistance and detailing State and local
efforts. (Such as the use of highway department and manpower or the use of
National Guard resources.)
APPLICATION AND AWARD PROCESS:
Pre-application Coordination: This program is

Application Procedure: Written request for
advance measures assistance by letter or message from the Governor of the
affected State.
